Youth policies in Russia: conceptual models and practice
To the reader The idea of this book appeared as the result of multiple discussions with the participants of my practical seminars who are public servants working in the sphere of youth policy. We frequently came to the conclusion that though there are quite a lot of youth policy programmes adopted in different municipal territories a solid part of them is full of faults and inaccuracies hindering their properly work. This book contains conceptual framework, methodical materials and practical cases concerning youth policies in present day Russia. In the first chapter I focused on the legislative and regulatory base of the Russian youth policy and its main faults one of which is the absence of one basic law in this sphere. As a result a great responsibility falls on the regional laws which have to be as high-quality as possible. In this part of the book I give some practical advice about the structure and content of such laws. The only official document aimed at implementation of the actual measures is the State Youth Policy Strategy 2006 unfortunately full of vague wording and to some extent characterized by illogical structure. The detailed analysis of these shortcomings of the State Strategy could help avoid the same mistakes at the local level. In Chapter 2 I present the study of the conceptual basis of youth policy. The main notions of this sphere like strategy, program, conception and plan are regarded as co-related. Hence, conceptions should be an integral part of strategies and programmes and shouldn’t be adopted separately. Further I suggest some models of youth policy: partnership model, life course model, concentric, and resource model. Finally, I cover such aspects of youth policy as ‘youth paradox’ (high level of social activity and at the same time propensity to risk and deviant behaviour), macro- and micro- levels of youth policy (agglomeration and community levels), ‘youth dimension’ (keeping in mind the youth needs and problems while doing policies in various spheres of public life). In Chapter 3 I suggest some conceptual approaches to the development of youth policy. Thus, regional and municipal programmes should be specially ed both for studying and working youth. In such aspect as maintenance of youth entrepreneurship these programmes should be aimed not only at economic effect but also at forming active life position. There is suggested the conception of patriotic upbringing based on the community-level ideology. In Chapter 4 the key structural elements of the youth policy strategy are under study. This part contains a range of recommendations for strategy-makers how to improve the wording of the analytical part, objective, goals, and measures formulae, and so on. I suggest some formula conceptions, such as ‘objective as image’; ‘matrix of goals’. Further four types of measures (organizational, logistical, informational and analytical ones) are marked out. The message of the chapter is that strategy wording shouldn’t be neglected. Chapter 5 describes some tools of youth policy like Youth Territorial Councils, Youth Recruiting Agency, Youth Campus for Graduate Orphans, City Council for Young Specialists, the Youth Opportunities Guidebook, the Youth Bank, the Youth Map of the Stavropol region, War-patriotic Camp for both cadets and problem adolescents. Chapter 6 is devoted to the analytical supply of youth policy including effectiveness evaluation of this sphere. I highlight the difference between efficiency and effectiveness, and between statistical and strategic indicators and also enumerate the requirements for the indicators of strategies and programmes. I divide the indicators of the social effect from youth policy into two types: 1) those reflecting the stature of the youth in different spheres of public life: health, migration, entrepreneurship, labor market etc. 2) specific indicators for the youth policy: social activity and social cohesion of the youth in the given territory. In this chapter I focus on the types of sociological studies held for the needs of youth policy. Later on I present original approach to evaluation of satisfaction of the youth with certain spheres of public life and the youth policy. Chapter 7 deals with the organizational work in the sphere of youth policy. It contains some recommendations concerning the activity of executive organs and municipal institutions of the youth policy, directions for youth governments, carrying out youth projects competitions. The central idea of this book is that the youth policy should be active, creative, sensible, adapted for certain spatial and temporal conditions and for certain categories of young people. It should be incorporated into other directions of regional/municipal government.
